PAGGW strengthens its partnership by signing agreements with G5 Sahel and CILSS

On July 28th, 2018 in the Conference Center of Niamey, Niger, and outside first ministerial Meeting on the operationalization process of the Climate Committee for the Region of Sahel, took place the signature of two (2 ) Agreements of collaboration between Pan-African Agency of the Great Green Wall (PAGGW) and G5 Sahel and between PAGGW and the Permanent Inter Sates Committee for Drought Control in the Sahel (CILSS).

The first signing ceremony of Partnership Agreement was made between the Executive Secretary of PAGGW, Prof. Abdoulaye DIA and Permanent Secretary of G5 Sahel, M. Mamane SIDIKOU. It confirms the wish of both institutions to work at more solidarity and synergy in their common space and to the advantage of populations and communities. This Agreement concerns globally the implementation of PAGGW and G5 Sahel Strategies and through identification, elaboration, execution, the follow-up and evaluation of the programs and the joint projects. It concerns, in a specific way the following issues: i) Development of operational ground activities aiming mainly at the implementation of the projects of adaptation and impact strength at the climate change; (ii Joint realization of concerted actions of communication and advocacy for visibility and resources mobilization; III) Capacity building on the basis of governance and local economic development in the Sahelian space; IV) Strengthening devices of follow-up and evaluation of the actions and early warning; VI) Organization in common of international, regional, national and local events. This Framework agreement of cooperation remains open to quite different domain considered relevant by both parties.

The second signing ceremony was made between the Executive Secretary of PAGGW, Prof. Abdoulaye DIA and the Executive Secretary of Permanent Inter Sates Committee for Drought Control in the Sahel represented by the Deputy Executive Secretary, Mr. Issa Ibrahim LUMUMBA, him of CILSS having beforehand signed the aforementioned Agreement. It is a Protocol of cooperation that defines frame and modalities of cooperation and partnership between PAGGW and CILSS for the achievement of goals fixed in domains of common interest, in particular ensuring coherence of Strategies and Action plan and specifically on: i) The prospective and strategic thinking on development in the Sahel; ii) The development of ground operational activities aiming mainly the fight against desertification for the infringement of the Neutrality in terms of lands degradation and Sustainable Development Goals, iii) The strengthening of production systems at the basis and the putting on scale of local productions techniques proven; iv) The identification and the development of themes of scientific research and the initiatives of trainings and exchanges of experiences on drought and desertification; v) The strengthening of monitoring environmental systems and of Early Warning through the implementation of Geographic Information System, local and representative monitoring centers of ecosystems at risks; vi) The joint organization of international, regional, national and local events, in particular within the framework of the multilateral Conventions on environment.

L’APGMV consolide son partenariat en signant des accords avec le G5 Sahel et le CILSS

Le 28 juillet 2018 au Palais des Congrès de Niamey au Niger et en marge de la première Réunion ministérielle sur le processus d’opérationnalisation de la Commission Climat pour la Région du Sahel a eu lieu la signature de deux (2) Accords de collaboration entre l’Agence Panafricaine de la Grande Muraille Verte (APGMV) et le G5 Sahel et entre l’APGMV et le Comité Inter Etats de Lutte Contre la Sécheresse dans le Sahel (CILSS).

La première cérémonie de signature de l’Accord cadre de Partenariat s’est faite entre le Secrétaire Exécutif de l’APGMV, Prof Abdoulaye DIA et le Secrétaire Permanent du G5Sahel M. Mamane SIDIKOU. Elle entérine le souhait des deux institutions à œuvrer pour plus de solidarité et de synergie dans leur espace commun et au bénéfice des populations et des communautés. Cet Accord porte globalement sur la mise en œuvre des Stratégies de l’APGMV et du G5 Sahel à travers l’identification, l’élaboration, l’exécution, le suivi et l’évaluation des programmes et projets conjoints. Il concerne, de façon spécifique les domaines suivants : (i) Développement des activités opérationnelles de terrain visant principalement la mise en œuvre des projets d’adaptation et de résilience au changement climatique ; (ii) Réalisation conjointe d’actions communes de communication et de plaidoyer pour la visibilité et la mobilisation des ressources ; (III) Renforcement des capacités à la base sur la gouvernance et le développement économique local dans l’espace sahélien ; (IV) Renforcement des dispositifs de suivi et évaluation des actions et d’Alerte Précoce ; (VI) Organisation en commun d’événements internationaux, régionaux, nationaux et locaux. Cet Accord cadre de coopération reste ouvert à tout autre domaine jugé pertinent par les deux Parties.

La seconde cérémonie de signature a été faite entre le Secrétaire Exécutif de l’APGMV, Prof Abdoulaye DIA et le Secrétaire Exécutif du CILSS représenté par le Secrétaire Exécutif Adjoint, M. Issa Ibrahim LUMUMBA, le SE du CILSS ayant au préalable signé ledit Accord. C’est un Protocole de coopération qui définit le cadre et les modalités de coopération et de partenariat entre l’APGMV et le CILSS pour l’atteinte des objectifs fixés dans les domaines d'intérêt communs notamment la mise en cohérence des stratégies et Plan d’Actions et spécifiquement sur : (i) La réflexion stratégique et prospective pour le développement au Sahel ; (ii) Le développement des activités opérationnelles de terrain visant principalement la lutte contre la désertification pour  l’atteinte de la Neutralité en termes de dégradation des terres et les Objectifs du Développement Durable (ODD) ;  (iii) Le renforcement des systèmes de production à la base et la mise à l’échelle des techniques de productions locales éprouvées ; (iv) L’identification et le développement de thématiques de recherche scientifique et des actions de formations et d’échanges d’expériences sur la sécheresse et la désertification ; (v) Le renforcement des dispositifs de surveillance environnementale et d’Alerte Précoce à travers la mise en place de SIG, d’observatoires locaux et représentatifs des écosystèmes à risques ;  (vi) L’organisation en commun d’événements internationaux, régionaux, nationaux et locaux, notamment dans le cadre des conventions multilatérales sur l’environnement.
